Evaluation of the Boys & Girls Clubs of America Targeted Re-Entry Approach This three-year study will evaluate the Boys & Girls Clubs of America’s Targeted Re-Entry Approach (TRA) programs for juvenile offenders in four sites (Anchorage, Alaska; Benton, Arkansas; Mobile, Alabama; Milwaukee, Wisconsin). These programs are based on the Intensive Aftercare Program (IAP) model developed by David Altschuler and Troy Armstrong in the 1990s. In this model, aftercare case management services begin while youths are incarcerated and continue with community-based services after release. Boys & Girls Clubs in each of the sites are providing the case management component. The study’s goals are to document the development of these programs in these sites, monitor the fidelity of IAP model implementation, and assess the effectiveness of the TRA programs in terms of recidivism reduction, pro-social youth outcomes, and benefits for the local juvenile justice systems.
